Eventually we will be able to control the weather and when we get a rogue nation we must attack to prevent them from attaining nuclear weapons to threaten the world, we can simply send in a Super Typhoon. Such weather warfare is in humankinds future, because humans are hell bent on killing their own species in the name of political dispute resolution policy. In doing so they can maintain their industrial base to innovate and build better weapons, thus propelling their economic machine of their nation states.

I believe in the future enemies may use such devastating storms as a force multiplier. For instance if you know Typhoons come in certain seasons you simply wait for one and then go in behind it, during the chaos you deliver a hefty blow to your enemy? Lets say you have an enemy in Central America, which will not stop delivering drugs, gangs and weapons into your country? You wait for a Category III or higher hurricane to strike, then you have a few people on the ground take out communication, which allows you more time to deliver your death blow. In the wake of the disaster you take a high-energy airborne laser aircraft and fire on a weakened levee or dam, within a 20-hour period after the center of the storm strikes. Then allow this additional water to flood out your enemy. At this point your enemy will have lost the will to fight and have a much bigger situation on his hand than attempting to hold out his defiance to the worlds plan.

Using this method it will not matter if the enemy ever figures out what happened or if anyone ever knows. Your enemy will have to deal with the costs of cleanup and rebuilding rather than fighting your nation. Weather can be used as a force multiplier today, regardless of our limited ability to make only subtle changes in the weather today. Think on this if you can handle it.
